NOPE whatever it was she was about to do, Shinon was out to ruin it by striking up a conversation with her. He didn't care about the weather much, nor did he care much for it, but he had the appropriate outfit on to match the weather. It was lucky that he'd been to Daein and understood the necessity of dressing so warm, because he was perfectly prepared for snow and cold weather. That also pretty much explains why he was outside as well: Shinon's routine would not be interrupted by a little bit of snow, and going outside was part of his usual day, no matter the reason.

But let's move on to the part where dialogue and character movement is actually involved. Shinon's attention had been dragged away from his intention to go into the forest as he noticed a poorly dressed Nabooru not terribly far away. He hadn't gotten the opportunity to talk to her since going to the bar, actually... And in retrospect, he recalled that he had sort of ticked her off a little. It was probably right to apologize, because he probably wasn't helping her much back then.

The archer changed his path and his pace sped up to greet Nabooru. Once he got closer, he skipped over the "greeting" part and said directly, "What's with you? It's below freezing, and you're out here wearing that?" He shook his head. "You're out of your mind."
