Maybe other people had already forgiven and forgotten, maybe nobody else thought they had any share in the blame for what happened. Lyra was being far more harsh than two people who were already so unhappy needed, but she'd always been an open book about her feelings, and that was how she felt: the Pokemon that wanted to frighten or harm humans were no less forgivable than the people that did so to Pokemon. Yes, she was upset. No, she didn't want it to happen again. Those feelings didn't change.
